fix error message when user doesn't exists in quota module

Versucht man Quota für einen nicht existierenden Benutzer zu setzen bekommt man folgende Fehlermeldung: --- Konnte Quota-Einstellungen für den Benutzer quota17 auf der Partition /dev/sda6 nicht modifizieren --- Hier wäre es schön, wenn der Grund genannt werden würde.
ein Tester ist ebenfalls auf diese Fehlermeldung gestoßen und konnte den Grund (nicht vorhandener Benutzer) nicht direkt erkennen. Die Fehlermeldung sollte entsprechend verbessert/überarbeitet werden

This is still valid for UCS 4.2-1 errata 122. Steps to reproduce: login to umcs - open module User - open quota - select a partition - add a user - enter an non existing username - set the quota Error Message: Could not fulfill the request. Server error message: Failed to modify quota settings for user Test on partition /dev/sda1. This could be improved by providing e.g. a hint in the error message, by performing a selection of users when you start typing or by having a drop down including the users instead of just a text field.
