+++ This bug was initially created as a clone of Bug #20517 +++

Admins könnten über ein ein UCR pflegbare Liste von Usern einfacher Ausnahmen
definieren. Die Liste müsste im Template dann zu einem LDAP-Filter erweitert
werden.
