We can already say which partitions we want to delete (and therefore which to keep). 

remove_partitions:
 vda1
 vda2
 vda3
partition1_name: efi
...
partition2_name: boot
...
partition3_name: root
...
partition4_name: home

But all partition will be formatted during installation. 

If we had an option "no formatting" for a partition, this partition could survive an (re)installation (the creation will fail, but that does not matter, the partition is already there).

The use case would be system with a local home which should be completely reinstalled while preserving the /home
