Setup: ucc client with static network setup (and no dhcp host object for this client)

Start of the static network is too late in the initrd

There are network requests before a static network is started. Also, it must be decided in the initrd if the dhcp client or static network should be started.

This is quite a corner case, if there's sufficient time we can still include it in the UCC 2.0 release.

This was targetted at 2.0-errata to potentially address it during 2.0 development, but it didn't make the cut so moving back to 2.x
