Theme draft.

The default theme for simpleSAMLphp needs to be adapted to the design of the new UCS start site. See the attached draft.

Current theme in UCS

While the work on the saml app continues, the theme has reached a first stable version. Screenshot attached.

More work has been done on the layout and translation. Available in univention-saml 1.0.3-3 in the test appcenter.

QA can have a look at it:
- Available languages: en, de
- Themed pages: login (inclusive wrong password entered), logout, user is not allowed to use SP
