This adds the new diagnostic check `inconsistent_policies.py`.

The check searches for `policies/pwhistoy` policies that are used (some object with `univentionPolicyReference=<dn>` exists) and compares the values to the settings as in `settings/sambadomain` (samba-tool domain passwordsettings show).

The `settings/sambadomain` settings are here the source of truth, so any deviation in the policy objects is reported as a Warning.

This also provides a simple one-button-fix, where all deviating policies are set to values in `settings/sambadomain`.

This issue has been filed against UCS 4.2.

UCS 4.2 is out of maintenance and many UCS components have changed in later releases. Thus, this issue is now being closed.

If this issue still occurs in newer UCS versions, please use "Clone this bug" or reopen it and update the UCS version. In this case please provide detailed information on how this issue is affecting you.
