Currently during setup of the exam mode the wizard offers classes/groups that contain no users. If an exam is started with this group, no exam users are created.

Ideally these groups are filtered out.

In the current exam wizard the creator can see if and which users have been selected within the selected class-group.
Therefore I close this feature Request. Feel free to reopen.
