Update Dojo version to 1.16

We currently have dojo 1.12.4. The latest stable release is 1.15.1. We should upgrade the dojo version.
It would also be possible to use the upstream dojo version from debian, which is meanwhile more recent than the version we use: We are using dojo only as build dependency! https://packages.debian.org/buster/libjs-dojo-core https://packages.debian.org/buster/libjs-dojo-dijit https://packages.debian.org/buster/libjs-dojo-dojox This might be good for security reasons. If we do that, we have to move our patches from git into the svn patches repository. And we still have to add the custom dojo addons (dgrid, put-selector, xstyle, dstore und dompurify).
We should upgrade dojo in UCS 5.0! We are still on dojo 1.12.4 while in debian buster is 1.14.2+dfsg1-1+deb10u1.
