Within the container the php.ini in /etc/php/7.0/apache2/ contains the follwoing limiting entries:

upload_max_filesize = 2M
post_max_size = 8M

This causes the horde configuration of unlimited attchment size to be ignored, what is confusing and not really senseful.

The suggestion is to extend the php.ini settings both to 20M or so and the horde configuration accordingly.

Additionally an UCR variable should be introduced since this setting is supposed to be an important one for admins. The variables should adjust all relevant settings for the attachment size to be changed.
