univention-ucc-fetch-system-policies (client policies) is called in /etc/init/ucc-syspol.conf.

univention-ucc-fetch-policies (user policies) is called via pam_runasroot, when a user logs on to lightdm. But univention-ucc-fetch-policies also gets the client policies. I think this is redundant and can be removed.

Maybe we can also rename the script to univention-ucc-fetch-user-policies then.

univention-ucc-fetch-system-policies has been removed from univention-ucc-fetch-policies.

univention-ucc-fetch-policies has been renamed to univention-ucc-fetch-user-policies

univention-ucc-fetch-policies has been renamed to univention-ucc-fetch-user-policies -> OK
univention-ucc-fetch-system-policies is not called by univention-ucc-fetch-user-policies -> OK
univention-ucc-fetch-system-policies is called in /etc/init/ucc-syspol.conf -> OK
no further calls to univention-ucc-fetch-system-policies found under /etc and /var -> OK
