Currently the upgrade information window pop-up does not look very well. 

I think HTML code should be allowed in README_UPDATE to give more options.

Is this errata or 3.x? Because we cannot change the behaviour in 3.1-1. Would look odd in 3.1-0.

I am just asking because 3.1-0 and 3.1-1 may differ in the future.
