New default: permission for teachers to create work groups

Currently teachers have no permission to create new work groups in UMC. Although they are able to modify work groups. We should consider to change the current default and give teachers the required permissions to add new work groups. If the new default is set, this should be clearly documented in release notes, changelog and a hint in the UCS@school admin manual should be added.
The default UMC operation sets have been adapted ucs-school-umc-groups (1.0.5-1) The LDAP-ACL's have been adapted to permit teachers to create and modify container beneath $school/groups/$pupils and to create shares beneath $school/shares ucs-school-ldap-acls-master (8.0.3-1)
Release notes and Changelog have been added. Teacher-manual have been adapted.

Despite that, I think the two ACLs may be merged into the previous ones. → REOPEN
