The udm-extendedattribute tests should be adopted from ucs-3.0

Done.

Some udm-syntax tests which were formerly located in the extentendattribute section have been moved to their own section ("udm-syntax")

OK: extended attribute LDAP hook tests
OK: changelog
FAIL: syntax tests:
01_TrueFalse, 02_TrueFalseUpper, 03_boolean test for valid values of their respective syntax. What is missing is the (valid) check for entering an empty value.

Added the valid checks for empty values.
