This problem seems to be gone, i successfully updated a amd64/i386 3.1-1 UCS master to 3.2.

I added grub-common to the preups in preup.sh (grub-common is updated before the dist-upgrade). This seems to fix the problem.

Reboot after preup, but before the actual update still works (grub2 in UCS 3.1)
Reboot after the update works too
