After creating a new user and adding it to "Domain Adminstrators" group the UMC ACL cn=default-umc-all,cn=UMC,cn=policies,dc=produkt,dc=test
disappears for all members of the "Administrators" group.
Due to this no menber of "Adminstrators" has no longer access to any UMC module.

Fixed. There was a check missing that ignores policies values in case they have not been rendered.
