Rooms without any computers may be created.

Exams may be started in rooms without any computers.

But the room cannot be entered and the exam may not be stopped.

The exam module should refuse to create an exam with an empty room.

Can you please set the room name into quotes?

It would be nicer if empty rooms wouldn't be selectable in the dropdown. but I guess thats not that easy.

You forgot to create a debian/changelog and did not build the package. I did that.
