During first run of Univention-System-Setup press Ctrl-Q to quit USS. On next reboot USS should be started again. Any system modification done should be reverted.

This should be documented in the App-setup-guide.

Is this the same issue that is mentioned at Bug 28188 ? UCR system/setup/boot/start gets reset to early.

Handling of s/s/boot/start is currently missing for the new UCS-4 installer, which is based on d-i. This is what this bug is for.
Also for adding documentation somewhere.
Bug #28188 would be solved as a consequence of correctly implementing this bug.

As discussed with Stefan, during normal installation, d-i automatically sets
system/setup/boot/start=true and starts USS. Then USS/Firefox may be stopped by pressing CTRL-q. During next boot from harddisk, USS starts up.
This is also the case if CTRL-q is pressed, when booting from hard disk.
