The d-i should ask for the later system language as it is now the case. But if any other language than "german" has been selected, the d-i should switch to "english". Settings like keyboard layout should remain. Only the shown d-i texts should be limited to EN and DE.
The language selection dialog should contain a note, that the installer uses english as fallback if the selected language is not supported by the installer.
