Move perl packages to maintained

The UCS Zarafa integration requires the following packages, which should be moved to maintained: libxml-dom-perl libxml-perl libxml-regexp-perl
These packages are only needed for the new (yet unreleased) zarafa integration packages. And if we decide to release these packages for 3.2 we have to put the perl packages in the app repo anyway (to support systems < UCS 3.2-4). Also, the packages are already in App repo -> ls appcenter/univention-repository/3.2/maintained/component/zarafa_20140828/all/*perl* appcenter/univention-repository/3.2/maintained/component/zarafa_20140828/all/libxml-dom-perl_1.44-1.7.201104221625_all.deb appcenter/univention-repository/3.2/maintained/component/zarafa_20140828/all/libxml-perl_0.08-2.7.201104221830_all.deb appcenter/univention-repository/3.2/maintained/component/zarafa_20140828/all/libxml-regexp-perl_0.03-8.7.201104221841_all.deb I suggest to change the target milestone to 4.0 and add the packages to maintained in 4.0 (then we can drop the packages from the App repo in 4.0).
Added libxml-dom-perl, libxml-perl and libxml-regexp-perl to tasks/ucs400/task-ucs400.
