The UCS 3 installer does the ucr commit already after the UCR and kernel installation:

28_postconfigure_config_registry.sh:univention-config-registry commit
35_kernel.sh:univention-config-registry commit
stefan@leka:~/11_wrk/svn/dev/branches/ucs-3.2/ucs-3.2-3/base/univention-installer/scripts$

Maybe the UCS 4 installer should do it before executing system setup.
