The shim only loads "grub.efi" but grub-install only creates "grubx64.efi".
The grub.efi should be created by renaming or copying grubx64.efi.

Added grub2/4.0-0-0-ucs/2.00-18/53-install_create_grub.efi_too.patch:
grub.efi is now created too.
