When building a package for UCS 4.2 ucslint always shows:
ERROR: Loading module 0014-Depends.py failed

It seems the dependency on python-apt is missing.
Attached is a patch which adds the dependency and enhances the error message to include the actual information what failed.

This causes that there are many checks simply skipped when building packages in our build environment.
