Internet rule "Unbeschränkt" misleading - WLAN-Authentification disabled by default

The internet rule "Unbeschränkt" is misleading. By default the WLAN-Authentification is disabled. I would suggest to enable this by default. Furthermore I would suggest a third default rule "Kein WLAN" which is a current clone from "Unbeschränkt" (Sperrliste empty + WLAN deaktiviert).

As a first step, we should enable WLAN-Auth in "Unbeschränkt" by default. I think it is ok, if the default value changes only in new installations. This step should be deferred until the WLAN / internet filter GUI has been overhauled.
Package: ucs-school-webproxy Version: 14.0.0-5A~4.3.0.201805251118 WLAN authentication for Unbeschränkt has been activated by default by setting 'proxy/filter/setting/Unbeschränkt/wlan' to true if not set yet in ucs-school-webproxy postinst script.
OK: code change OK: functional change OK: manual tests OK: changelog entry FIXED: advisory OK: package built and installable The bug number was missing in the advisory. Also I added a hint, that the new default kicks in on all systems that have an unaltered "Unbeschränkt" rule.
