Draft patch for proxy manual

With Bug #30184 we introduced the integration of external blacklists. We need to clarify that they are concatenated to "global-blacklist-urls" and "global-blacklist-domains", because people keep searching their own blacklist names in squidguard.conf and wonder why they are not there.

I added a draft.

This bug hasn't seen any update for several years. I close it.

If you still see a need for it, you can reopen the bug. Please add an argumentation about why it's important to take care of it.
