The HTTP API doesn't start on fresh installations due to wrong file rights

I had to call:
chown -R uas-import:uas-import /var/log/univention/ucs-school-import/
otherwise the gunicorn service wouldn't start.

We should really add a basic test for the http api.

Installed http-api -> service now starts out of the box -> OK

yaml -> ok

-> Verified
