There are many projects that require changes on the message in issue etc. In most cases this is achieved by dpkg-divert or direct modification to the original templates. This results in

-> univention-check-templates
> WARNING: The following UCR templates are modified locally.
> Updated versions will be named FILENAME.dpkg-*.
> The files should be checked for differences.
> 
> /etc/univention/templates/files/etc/issue
> /etc/univention/templates/files/etc/issue.net

So we need a way to configure the message to get rid of these warnings.
