The only supported way to create a school admin is documented in the handbook by changing groups and options of an existing school user.

The problem now is that with this way the school admin will keep its old role attribute and the migration script wont even recognize the problem. So A school admin would remain only a teacher or staff regarding the role attribute.

This issue has been filed against UCS 4.4.

UCS 4.4 is out of maintenance and UCS components may have vastly changed in later releases. Thus, this issue is now being closed.
