During the installation the Debian installer tries to receive date/time from a timeserver (i guess one of the Debian timeservers?). If the connection to those timeservers is not permitted, it takes a very long time until a timeout is reached. Clicking on "cancel" in this step of d-i does not seem to have any effect.

It should be possible to skip this step quickly.
