When creating a CA, there are counties missing which have ISO 3166-1 alpha-2 codes - such as AQ (Antarctica, which has 2 populated locations).  Use a list of ISO-notated
countries, don't invent your own, it's always a bad idea (like trying to re-invent date/time libraries...).
