2. German translation has been added

As discussed, this bug for QA to Sönke. I've added the RADIUS documentation as new section in the IP and Network management chapter.

Please have a look on the technical correctness.

Thank you. I've included the patch and added some words to the dictionary to allow the hyphened writing for the german text.
