Which UCS version do they use? is UCS 3.2 also affected?
This command fixes it:
ucr commit /usr/share/univention-management-console/i18n/de/apps.mo

As the UMC login is no longer possible (without any error message), I'm tagging this errata.

@Dirk: wouldn't it be better to move the apps = Application.all_installed() also into the try/except block?

Please merge also to UCS 3.2-4 (this bug is tagged against 3.2-4).
