After update to UCS 4 amavis rewrites the subject adding '***SPAM*** '

/etc/amavis/conf.d/20-debian_defaults:$sa_spam_subject_tag = '***SPAM*** ';

We should at least have an UCR to restore the UCS 3 default.

This is a regression and should be fixed at least as erratum.

Added mail/antispam/headertag to define a string for subject the rewrite. If unset (default) subject is not modified.
