In the initial trusty packages language-pack-de-base had a Recommends: on firefox-locale-de. 

After the recent Ubuntu mirror sync (currently only on the internal test mirror), this stanza is gone, which leads apt to suggest it's autoremoval.

I haven't found a bug reference for the change in Ubuntu (the changelog for language-pack-* is auto-generated and only contains "Initial release" for each upload). I'll file a bug to clarify and get that fixed upstream (I suppose it's a bug)

For UCC we should add the explicit dependency to univention-ucc-i18n.

The thin client configuration is not affected; due to disk space constraints it doesn't use the language packs but instead directly installs firefox-locale-de.
