The form of the text-input-field of the license import can be submitted even if no text was inserted which leads to an error message.
We should prevent form submit if nothing is inserted.
The submit-button was confused with the file-upload button.

The error message is:
"The import of the license failed. Check the integrity of the original file given to you. If this error persists, please contact Univention or your Univention partner.

Server error message:

No license has been found."

Has been fixed along with Bug 38132.
