Should be implemented in UCS 4.1

+++ This bug was initially created as a clone of Bug #38954 +++

Once Bug #38953 has been fixed, the appreport/* UCR variables should be added through the app center ini file.

No changelog needed, although it is implemented differently, it is more of a merge.

Yes, it works.

I had to install the appreport package:

$ ucr set repository/online/component/appreport=true \
  repository/online/component/appreport/version=4.0 \
  repository/online/component/appreport/server=updates.software-univention.de
$ univention-install univention-appreport
