We currently have two dialogues:
1. asks to reload the page because there are updates javascript files
2. asks to restart the UMC server components

If the second dialog is opened the first one should not be displayed because the restart of the server components is more important than a page reload.
Especially in release updates this might cause problems when a new javascript frontend (after the page reload) accesses a old backend.

Instead of a changelog I merged the changes back to 4.0-3 erratum and created the YAML files.
