This needs to be backported to UCS 4.0

+++ This bug was initially created as a clone of Bug #40313 +++

In some environments the sysvol data are only changed on the DC master. For those environments it should be possible to define the synchronisation way. That would reduce the complexity.

To avoid future misunderstandings:

To disable sync from Slaves to Master one has to set

 samba4/sysvol/sync/from_downstream=false

on the Master!
