ATM, the fast mode for setting up UCS is always available on a pre-joined system. As some apps may not work properly with their join scripts being pre-executed, we need to make this option configurable via the INI files (defaulting to FALSE).

Verified: ApplianceAllowPreconfiguredSetup=True activates fast demo mode for an appliance
