The configuration of apache2/startsite as set by univention-system-setup-boot is not working correctly.

/usr/sbin/univention-system-setup-boot uses is_ucr_true, but does not include /usr/share/univention-lib/all.sh:

/usr/sbin/univention-system-setup-boot: line 73: is_ucr_true: command not found

Still present in UCS 4.2. Also, for 4.2, change

Comment 1 causes that the apache2/startsite is not reset, if it has been set manually to the correct initial setup site.
