The dry-run shows the packages that would be installed if installed. But when you continue, the upgrade gets stuck while trying to install DefaultPackagesMaster. The logs on the DC Master shows an error message:
  A newer version of ... than the one installed must be present and chosen

Fixed in
  univention-appcenter 7.0.2-5A~4.3.0.201806270128

Now the following is possible:
  univention-app upgrade --only-master-packages
(and even when the App is not installed)
