The wallpaper is based on the "KDE lineart svg", which is (as far as I was able to trace back that file to UCS-2.3) GPL licensed, which is incompatible with our AGPL:

KDE Desktop will be discontinued with UCS 5.0. We won't fix cosmetic issues in UCS 4.
