OK, setup works for a following
  univention-app dev-test $myapp

FYI: I found this if the newest chromium-webdriver was already installed:
  E: Packages were downgraded and -y was used without --allow-downgrades.

As this setup still works, I do not see a problem. But I do think that the explicit version number may be unnecessary.
