Create [not] per-user CONTROL directory configurable with a UCRV.

If boolean UCRV mail/dovecot/mailbox/share_keywords is False, keywords in shared/public folders are kept private.
Default is True → keywords in a shared folder can be seen by all users reading the shared folder.
When switching the UCRV, existing keywords are lost (because a different file is read. When switching back, they are reactivated).
