Wenn ich eine Komponente installiere, wird am Ende eine Neustart der UMC (Apache) angeboten. 
Wenn aber nun zw. dem Ende der Installation und der Bestätigung durch den Benutzer der Session Timeout zuschlägt, wird nach der erneuten Anmeldung der UMC Neustart nicht mehr angeboten.

Ja, das stimmt und wird mit an Bug #28081 bearbeitet.
