UCR template cleanups in univention-ldap

ldap/replog is no longer user since UCS 2.3. We should remove it from univention-ldap.
ldap/schema/export isn't set by default. The use case is relatively obscure and after activation the file is not available since the needed Apache configuration snippet isn't provided. It should be removed.
ldap/acl/read/anonymous doesn't have a fallback value for an unset variable. Currently, if the variable is unset, anonymous access is granted. Since authenticated access is the default in new installations for a while now, the fallback should be changed.
ldap/k5pwd should be configurable, if it is disabled a lot of things will break.
ldap/acl/slavepdc should be removed, it is enabled by default since 2008 and disabling would most definitely break a lot of things.

Remove transitional package "univention-bind-proxy"
This issue has been filled against UCS 4.1. The maintenance with bug and security fixes for UCS 4.1 has ended on 5st of April 2018. Customers still on UCS 4.1 are encouraged to update to UCS 4.3. Please contact your partner or Univention for any questions. If this issue still occurs in newer UCS versions, please use "Clone this bug" or simply reopen the issue. In this case please provide detailed information on how this issue is affecting you.
