Quota for root user allowed

It is possible to set a quota for root on / and /boot, it is not shown within the quota umc-module but it is visible on the filesystem and enforced. Setting a quota for root on other drives or partitions is not possible. This should not be possible since it can lead to severe problems
Quota settings for root don't seem to be enforced by the quota implementation in Linux. Limits for root can be set and appear in, for example, repquota but the hard limits never lead to root not being able to add files.
This issue has been filled against UCS 4.0. The maintenance with bug and security fixes for UCS 4.0 has ended on 31st of May 2016. Customers still on UCS 4.0 are encouraged to update to UCS 4.3.
