Describe in admin manual how to include external blacklists.

Asked via ticket #2013012521001021:

It would be nice having the possiblity to integrate external blacklists for SquidGuard via UCR.

OK: manual (german only) exists and is published: http://docs.software-univention.de/ucsschool-handbuch-4.0R2.html#school:proxy:blacklists

The instructions in the manual were not tested.
