Support add/modify-only import job.

The API and the cmdline interface should support an import job that will only add/modify users found in the input, but will not delete users missing in it.

A configuration key (and cmdline switch) already exists for this:
-m / --no-delete / configuration["no_delete"]

Implemented in r69561.

Running "ucs-school-import2" with "--no-delete" will skip the user deletion steps.

Added test in ucs-test-ucsschool/34_import-users_via_cli_v2.
