Steps to reproduce:
1. Login to UMC and set the language (via the side-menu) to English
2. Logout
3. Go to http://$IP/univention/login/?lang=de
4. You will see, that the login dialog is German, but once you log in the UMC is English again

OK: coockie is set when using url query
OK: language switch in menu still works as expected
OK: changelog
