UCS: 4.2-3 errata284

During the daily logrotate, rsyslogd always logs something about 'action 17'.

> Feb 5 06:25:31 ucs01 rsyslogd: [origin software="rsyslogd" swVersion="8.4.2" x-pid="802" x-info="http://www.rsyslog.com"] rsyslogd was HUPed
> Feb 5 06:25:31 ucs01 rsyslogd0: action 'action 17' resumed (module 'builtin:ompipe') [try http://www.rsyslog.com/e/0 ]
> Feb 5 06:25:31 ucs01 rsyslogd-2359: action 'action 17' resumed (module 'builtin:ompipe') [try http://www.rsyslog.com/e/2359 ]

The reason seems to be the config part for xconsole, see http://kb.monitorware.com/kbeventdb-detail-id-7218.html

We could simply remove the relevant lines or make it configurable via UCR.
Getting rid of these 'action 17' logs would make Log-Monitoring and -processing much easier.
